Andrea Williams, MBA - Vice President

Ms. Andrea Williams is a highly accomplished project manager, with a strong background in application development; business process improvement; and IT service management. Andrea has worked extensively throughout the Caribbean and has managed multi-million (US) dollar projects in the public and private sectors in Canada and Jamaica.  


Her expertise spans from small projects with a few team members, to large projects with teams of approximately 100 persons, comprised of developers, business analysts, subject matter experts, trainers and testers. She has an enviable track record of successfully and consistently delivering these projects ‘within budget’ and ‘on time’. 


Andrea contributes her time and knowledge to the training and development of others, and has a passion for guiding and mentoring children and youth. She has a Bachelor of Science degree in ‘Computer Science and Physics’ from the University of the West Indies, and a MBA from Nova Southeastern University.  She also holds certifications in project management and IT service management.   

Terence Frater, PhD – Programme Manager

Dr. Terence Frater is an educator, project manager and organization development specialist with many years’ experience in these areas. Terence has worked in the public and private sectors in Canada and Jamaica, where he has led e-government, risk management, records management, and information technology initiatives. He has a passion for capacity development, and has conducted numerous training courses and workshops in his areas of expertise.   


As an academic, he taught courses in international development, culture, research methods, and education, at universities in Eastern Canada. He served in capacities that include as an Adjunct Associate Professor with the College of Business and Management of the University of Technology, and as an External Examiner with the University of the Commonwealth Caribbean.


Terence has served as the Vice President of the 1st Canadian Chapter of the Association for Information and Image Management (AIIM) International in Toronto and as the Chair of its Education Committee.  He has a PhD from the University of Toronto, a Master of Education from the University of Toronto, and a MBA from the University of the West Indies.  He also holds certifications in project management, risk management, and enterprise content management. 

Hind Kandil MSC - Senior Developer/ Solution Architect

 Ms. Hind Kandil has extensive experience in C#, .Net MVC/Core, VB, ASP, Java, JavaScript, Perl, HTML5, Xml, Pascal, DHTM, PHP, ColdFusion, JQuery, shell scripts, MS SQL, MySQL, Access, SSRS, Crystal Report, Microsoft SQL Server, REST, and CSS. As an experienced Analyst/Developer, she combines her extensive expertise in the analysis of business processes, with the design and development of client/server, web based and n-tier applications.


Hind has a strong background implementing eCommerce and ePayment solutions; configuring and integrating single sign-on digital platforms; and architecting data standards, databases, and data warehouses. She graduated cum laude from Al Akhawayn University with a Bachelor of Business Administration, and graduated with distinction from Ferris State University where she earned a MSC in Information Management Systems.  Hind is fluent in English and French. 

Michelle Daley LLM - Legislative Consultant

 Ms. Michelle Daley is a highly motivated and experienced Attorney-at-Law with over twenty-eight (28) years’ experience in Legislative Drafting, Law Revision, Law Reform, Public Law and Constitutional Law. She is adept at conducting multi-jurisdictional legal and policy research and analysis, towards legislative initiatives, and has a proven track record in delivering on time, accurate and high-quality legislation. As Vice President of the Commonwealth Association of Legislative Counsel, she has developed an extensive professional network throughout the Commonwealth.


Michelle has been admitted to the bar in Barbados, Belize, British Virgin Islands, and Jamaica. She possesses strong leadership and interpersonal skills, and is proficient in advising members of Parliament, senior government officials, and business executives on law and policy implementation. As a law instructor she has developed and delivered numerous training programmes and workshops and taught at two universities and the Justice Training Institute in Jamaica.


Michelle graduated with an LLB. (Hons.) from the University of the West Indies, Cave Hill, Barbados, and with a Legal Education Certificate from the Norman Manley Law School, Jamaica. She also holds an LLM. (Legislative Drafting) from the University of the West Indies, Cave Hill, Barbados.

Bob Z. Liu BSc - Developer / Solution Architect

 Mr. Bob Z. Liu is a security-focused full-stack developer with tremendous knowledge of secure development practices (OWASP) across the full software development life cycle (SDLC), thereby ensuring data integrity in high-stakes environments. With many years focused on modern .NET and JavaScript frameworks, he brings a wealth of invaluable knowledge to the team, in building and maintaining high-performance, responsive, and secure computer applications.


Bob is an expert in the use of React, TypeScript, and JavaScript (ES6+), with particular focus on WCAG accessibility standards and responsive design. As the consummate team player, he contributes his strong proficiency in C#, .NET 10/9/8 Core, and Java, to design, build, and optimise RESTful APIs, manage EF Core, and architect SQL Server/PostgreSQL  schemas.

He has a BSc in ‘Computer Science’ from Hefei University of Technology in China. 

Nsombi Jaja, DBA, PMP - Change and Culture Management Consultant

Dr. Nsombi Jaja is a certified management consultant and the managing director of Quality Management Consultancy Co. Ltd., providing assistance to both the private and public sectors in the areas of strategic management, leadership development, quality management, and customer service management. 


She is the President of Quality Management Consultancy Inc. USA in South Florida; Vice President of the Caribbean Institute of Certified Management Consultants; and, a member of the board of the Institute of Caribbean Studies in Washington DC and the Project Management Global Institute in Jamaica. 


Nsombi has a BSc. in Pure & Applied Chemistry from the University of the West Indies, Mona; a MBA from the University of the West Indies, Cave Hill; and a DBA from the University of Phoenix. She also holds the PMP designation. 

Marcel Brown, BSc - ICT Specialist /Senior Solution Consultant

Mr Marcel Brown brings a wealth of knowledge and experience in application development and business analysis. He is skilled in the Microsoft development environment and has tremendous expertise with SharePoint, CRM and other applications. He also has a strong background in Network Management and System Administration. 


Marcel provides consulting services and expert advice on various ICT infrastructure platforms and software systems, including providing training on their features, use, and capabilities.  

He has a BSc in ‘Computer Science’ from the University of the West Indies, and certifications that include Microsoft Certified SQL Server 2012 Administrator: Deploying and Maintaining SQL Server databases; 


Installation, Customization, Configuration and Deployment in Microsoft Dynamics CRM 2013; Developing Microsoft SharePoint Server 2013 Core Solutions; Core Solutions of Microsoft Exchange Server 2013; Microsoft Certified ASP.NET MVC Web Applications Developer: Application architecture and design, web applications and security 

Tracey-Ann Bonner - Risk Management Consultant

Ms. Tracey-Ann Bonner is a certified ISO 31000 Risk Manager; with a strong background in Corporate Governance and the application of ISO and COSO risk management principles.  Tracey is very experienced in the development of the strategic management and planning process and has guided organisations to achieve and strengthen their strategic outcomes. 


Tracey is an avid researcher and conducts numerous workshops in the areas of corporate governance, risk management and policy development. 


She is an International Monetary Fund (IMF) Short-Term Expert and a Tax Administration Diagnostic Assessment Tool (TADAT) assessor. When working in this capacity, Tracey provides technical assistance to countries throughout the Central and Eastern Caribbean and in Africa. She has pursued qualifications in project management, business process analysis, accounting and Risk-Based Budgeting.
